EU-Russia Science and Technology Cooperation in Context of Partnership Crisis

In this work author discusses a role and a place of scientific and technical cooperation in Russia-EU partner relationship, especially in a context of political crisis. The relevance of this study is due to the lack of a constructive political dialogue in the relations between Russia and the EU in recent years. In situations like this, the question arises: If there is a possibility that non-political cooperation cold influence foreign policy course? In this context S&T field is the most interesting as one of the most developed spheres of cooperation between Russia and EU. This work examines relationship between Russia and the EU in the context of the theory of complex interdependence and the place of scientific diplomacy in these relations, scientific and technical cooperation between Russia and the EU and the changes that happened in them in the years of political crisis. The conclusion is that Russia-EU scientific and technical cooperation, as a cooperation in other non-political areas, has a limited impact on political relations, mainly as a factor of reducing stress in a situation of interdependence.
