This study reveals the historical significance of building higher education in Soviet Central Asia in the 1920s. A detailed analysis of popular science circles and societies and , which were formed in the Russian Empire, is conducted. They became the basis for the development of higher education after the October Revolution in 1917. The early Soviet period in the examination appears as a broad field of creativity of European intellectual elites in the scientific and cultural spheres in Turkestan.The first Soviet university in Central Asia became a project realized in cooperation between the European intelligentsia and the Soviet authorities.
