The controversies between King James I and the Parliament in the first part of 17th c. prepared the basis for the English Civil War in the midst of 17th c. The origins of this conflict were laid during the time of first Jacobean parliaments. However, in past decades, historians concentrated on the last Parliament sessions of James I which provoked revolutionary situation and on procedural aspects of these sessions. Less consideration has been given to the first part of the reign of James I which could be described as a first parliament experience of the Scottish king on the English throne. Drawing on political aspects, this paper seeks to explore more fully the political and legal communication between English judicial corporation, King and the Parliament. The paper offers a new perspective on the law and legal interaction during this period as, firstly, on a special model of communication between governing institutions through political speeches, decrees and resolutions, and, secondly, as on a political manipulation and certain strategy in the struggle for privileges and prerogative. At the same time the usage of variable source base allows to determine the reasons of the struggle for privileges and prerogative between the King and the Parliament.
