The European Union in the Cooperation with International Integration Initiatives: the Experience for the EAEU

The study analyzes the EU's foreign policy towards regional integration initiatives (EU internationalism) from the standpoint of liberal institutionalism and the concept "civilian power Europe". The work consistently focuses on the issues of international actorness, the regulatory framework and the implementation of foreign policy, as well as the dynamics of interregional EU regimes. Special attention is paid to the evolution of the discourse on the quality of the EU power - from civilian to normative power. The study proves that combining economic and regulatory levers (preferences in trade, development assistance, promotion of liberalization of world trade, democracy), the EU makes the interregional relations rational, stable, affects the transformation of the institutions and identity of regional integration initiatives, spreading the EU model. The result of this analysis is transferred to the EAEU: despite internal and external limitations, the EAEU also arrange interregional contacts. In this regard, the EAEU should systematize and conceptually justify its interregionalism in the context of the formation of the Greater Eurasia, taking into account the experience of the EU.
