Leaving behind the war in the classical sense, the modern world has entered the stage of chaotic armed conflicts, which involve different participants at different times. They are spontaneous in nature and also have no end. In such conditions, the restoration itself is not simple or easy and meets on its way a number of qualitatively new obstacles. The need to develop new measures and assess the effectiveness of existing ones, causes the relevance of this topic.
