The Impact of Instruments of Government Support on the Availability of Air Transport Services

This paper examines the mechanism of Russian state support of an air transport in the form of subsidizing several routes in few regions. In the first part of this paper emphasis is placed on the comparison of Russian subsidizing program with foreign equivalents in order to understand the details of it, refined subsidized routed and special tariffs. In the second part of the paper, the effects of the introduction of this program are analyzed, the indicators are compared in absolute values over the years, and then the regression analysis is carried out to determine the effect of subsidization on the number of passengers carried on the route.
