Evolution of the European Union's Policy towards the Eastern Partnership Countries (2009-2017)

The Ukrainian crisis, undermining the foundations of European security, underscored the limits of the European Union’s norm-oriented approach to the neighborhood and led to realisation of the fact that its integration efforts in the post-Soviet states were perceived by Russia as a geopolitical threat and competition. Against this background, the European Union’s foreign policy towards the Eastern Partnership countries is becoming increasingly important for scholars. This research is devoted to the study of internal transformation of the European Union taking place under the influence of the external factors, which is reflected in foreign policy decisions towards the Eastern Partnership countries. While the normative power remains a “guideline” in its foreign policy, the political and economic interests of the member states prompt the European Union to follow the principle of “unprincipled pragmatism”. Recognising the different levels of ambitions of the partner countries, the European Union has adopted a more differentiated policy. When it deals with countries interested in closer cooperation, the EU tends to strengthen the “conditionality” for the implementation of the partnership’s objectives in order to enhance its partners’ “resilience”.
