Analyzing Policy Failures in Modernization of Pedagogical Education: Case of Current Russia

This master thesis considers policy failures that arose during the implementation of the reform of modernization of higher pedagogical education, held in 2014 -2017. It is focused on measures taken to increase the prestige of the teacher's profession. The study analyzes the role of educational policy for the state, examines the experience of foreign reforms in this field, as well as determines the role of the teacher in the educational process. In order to determine whether the modernization program is successful, is conductedan analysis of the criteria of foreign researchers that determine the success or failure of the policy . One of the parts of the research identifies reasons for the need for reform and describes its structure . The study determines the results of the reform, and analyzes the program "Teacher for Russia" and its role in increasing of the prestige of the teacher's profession.
