Rules of Ethical Conduct of Civil Servant: Legal Regulation, Law Enforcement, Problems

The problems of ethical regulation of the behavior of civil servants of the Russian Federation have recently got a special relevance and significance, which is due to various reasons. In this paper the following research question is posed: «To what extent does the current regulation of the ethics of civil servants of the Russian Federation meet the real situation, in which directions should we act to improve the existing situation?». In order to provide an answer to the research question, author gives a historical and philosophical review of views on ethical problems, describes international experience, and examines in detail Russian ethical regulation of civil servants. The main focus of the paper is examining the codes of conduct of civil servants of the Russian Federation, practices of prosecution for unethical behavior, and publications in the mass media and in the Internet. Based on the analysis, author suggests a number of changes.
