Effectiveness of Existing S&T Evaluation Practices in Russia

S&T policy evaluation is a crucial component for knowledge-based approach to policy-making. In spite of the chosen course for enforcing evaluation practices, Russia still lags behind, because the ideas of impact-assessment and additionality are ignored in our evaluation practices. This study makes an attempt to demonstrate this tendency by means of juxtaposing official statistics on policy-effectiveness with results of statistical analysis carried by author. Literature review helps to identify reasons for this discrepancy through analyzing Russian conceptual approach towards policy evaluation.
