The protection of human rights and freedoms is an integral part of the democratization of the state and the development of civil society. The emergence of mechanisms of protection of human rights and special institutions that monitor the observance of human rights has become the basis for the formation and development of democratic states, where human rights and freedoms are recognized as the highest value. One of the most important structures providing protection to affected citizens through independent intervention in solving a particular problem and interaction with other legal protection bodies was the Ombudsman institution. Since the institution of the Ombudsman is a new mechanism for Russian human rights practice, the study of the development and functioning of this state body is extremely important. Particular importance today is the study of the interaction of national and regional human rights ombudsmen. In this regard, central issue of this study is the problem of establishing cooperation between national and regional ombudsmen in Russia amid growing centralization of government structures, namely, in circumstences of the tendency of building of "vertical" of ombudsmen in Russia.
