Increase of Efficiency of Realization of Programmes of State Support of Small Forms of Enterprises in Scientific-technical and Innovative Sphere

The work has developed and defined specific criteria for the effectiveness of granting state support to small innovative enterprises in Russia, as well as factors that hamper the development of small innovative companies in Russia. The analysis of the practice of foreign grants for innovation support has been carried out, recommendations on selection and the optimal model for implementing grant grant instruments for small and medium-sized science-intensive companies have been developed. In the framework of this study, a model for implementing grant grant instruments has been developed, built on principles that allow for transparency, budgetary efficiency, monitoring of project implementation, and allowing more active interaction with enterprise managers, which will increase the proportion of companies that have successfully implemented projects, will increase budgetary efficiency, reduce bureaucracy, and allow to exclude from the state support of unfair players, that to strengthen confidence in the industry both from government agencies and venture funds, and from the real sector of the economy, business and the public.
