The urgency of the problem of assessing the managerial potential of a manager is rapidly growing both in the business sphere and in the sphere of state and municipal management. Moreover, the development and implementation of modern technologies for working with civil service personnel is one of the important tasks of implementing state policy. The need to develop the evaluation of civil servants is due to the growing need to maximize the efficiency of selection and formation of management teams, the appointment of a manager to higher positions and also to identify the potential opportunities of candidates when they are included in the reserve for placement of managerial positions. In addition, this evaluation is valuable for the leaders themselves, as it allows to determine the directions of personal and professional growth and development of employees.
