Relevance of the research topic. In the context of a decline in the price of oil and a decrease in the effectiveness of the resource-oriented model of the economy of the Russian Federation, it becomes necessary to shift to a new development model that is based on the country's innovative potential and entrepreneurial resources. In this context, in 2012, as one of the most important goals, a significant increase in Russia's position in the Doing Business ranking by 2018 was announced. This rating reflects the conditions of doing business in each of the countries under consideration. Degree of elaboration of the problem. The work was based on scientific works of foreign and domestic scientists devoted to the theoretical and practical aspects of the formation and development of the entrepreneurial environment. A significant contribution to the study of these issues was made by the works of such scientists as Alyabinina EV, Vorozhbit O. Yu., Titova N. Yu., Gerchikova IN, Lapusta MG, Nabatova OV, Nedorezova E .FROM. and many other scientists.
