Increase in Efficiency of Purchasing Activity of the Organization with the State Participation on the Basis of the System of the Balanced Indicators

The study examined the procurement activities of the company with state participation. The main attention is paid to the evaluation of the effectiveness of the conducted purchases, namely the description of the disadvantages of the methodology used in the company to conduct this assessment. As a solution, the implementation of one of the most popular management methodologies - Balanced Scorecard (BSС) is proposed. With the help of analysis and subsequent cascading of the company's strategic goals, the BSC of procurement activities was developed. To implement the evaluation of procurement effectiveness by performance indicators, a solution was described that includes the development of a single data warehouse and the implementation of a BI-system on the Oracle BI platform. The paper presents the process of developing requirements for the implemented system, namely requirements collection, tracking and prioritization. The result of the work is the practical implementation of the identified requirements for the BI-system, which allows to increase the effectiveness of decisions taken in the procurement management process on key performance indicators.
