Public Political Conflicts in the Russian Regions Arising from the Transfer of Land and Religious Property to Religious Organizations: the Causes and Scenarios of Development

The process of distribution of public resources, in addition to regulatory grounds and economic feasibility, contains an element of "own discretion" of the entity that distributes these resources. The weight of this element in the distribution decisions in favor of religious associations prevails over the others - the normative criteria are ambiguous, and it is impossible to justify the economic expediency of transferring property to religious organizations, except transferring encumbrance of the maintenance of such property. for religious activities there are no fixed standards. In the process of making and executing decisions on transfer, there are public political conflicts between authorities, religious associations and social groups. In the process of developing such conflicts, participants publicly defend their interests, demand respect for their rights and take into account their opinions when making decisions, choosing and implementing certain strategies, the totality of which forms conflict scenarios. Analysis of the actions of the participants in the conflict, the properties of the objects offered for transfer, statistical, electoral and sociological data, conflict outcomes will allow describing and typologizing the processes of distribution of public resources in favor of religious associations, determining the causes and scenarios for the development of such conflicts.
