Readiness of Graduates of the Faculty of Public Administration to Work in the Conditions of Project Management in the Public Sector

The introduction of design methods in the public sector in Russia is a long-standing task, which began more than 5 years ago, and was due to be completed by 2018. Nevertheless, the competence of employees in the field of project management in the public sector is still underdeveloped, while in the GEF standards in the direction of "GMU" the possession of modern project methods occupies a Central place. In this regard, the question arises why formal alignment with project activities faces barriers in practice. In this work, an attempt was made to shed light on the identified problem, through the analysis of readiness and ability of graduates of "GMU" to implement project management tools in the public service. To achieve this goal, a content analysis of 10 programs of training of the faculty of "GMU" various Moscow universities, randomly selected from the General list. The obtained data allowed us to conclude that universities do declare the development of project management skills, however, their actual focus on this can be traced only in some of them on the basis of taught disciplines and organizational forms of work. Also, the content analysis of the site was carried out hh.ru that allowed to form a list of the most frequently requested by employers competencies from applicants. One of the most represented skills were project work. Finally, a quantitative study was conducted by means of a survey of master's students of various Moscow universities devoted to their professional skills. The data obtained showed that the majority of respondents have a low level of development of project skills and are poorly involved in project activities. Moreover, the majority considers the importance of project skills to be exaggerated. However, a link between the University and the degree of involvement in project activities was revealed, which indicates the presence of successful practices.
