Conflict of Interests as a Corruption Factor and Measures of its Prevention

The work consists of 98 pages, including introduction, two chapters, conclusion, tables, diagrams, a list of used literature out of 60 sources and an attachment. Key words: conflict of interests; measures of prevention and resolving conflicts of interest; corruption; anti-corruption; state civil service; authorities; The subject of the study are the instruments of counteraction to the conflict of interests in the civil service in Russia. The aim of the study is to analyze and improve the current system of government measures to prevent and resolve conflicts of interests as prerequisites for corruption. To achieve the goal, the following tasks were set and completed: to conduct an analysis of foreign practices for the adjustment and prevention of conflict of interest in the civil service; to select and prepare a methodology for investigating the conflict of interests as a corruption factor; to offer recommendations on the development of a system of measures to prevent conflicts of interest in the public service The in-depth interview has been chosen by the research method. There were totally 10 experts in the field of combating corruption and conflict of interests. Based on the results of the study, there were proposed 8 main recommendations and a further possible direction of development of measures to prevent and resolve conflicts of interests. Recommendations can be used by public authorities to prevent and resolve conflicts of interests in the civil service.
