The relevance of the research topic is explained by the increasing role of the process of increasing the efficiency and effectiveness of the work of civil servants for the successful development of the country. The goal of the study is to identify the most significant categories of performance indicators and measures that affect the effectiveness of civil servants. The work consists of an introduction, three chapters and a conclusion. In the first chapter, the main concepts and legislative framework of the relevant sphere that regulate the principles of the system for assessing the performance of civil servants are analyzed, an overview of outstanding foreign practices for improving the system of performance indicators, including their features conditions of implementation and other factors are presented.The second chapter is an analysis of foreign experience in the application of the system for monitoring the performance of civil servants in the field of education, including activities and indicators for its evaluation. The third chapter contains an econometric analysis of measures and indicators of the effectiveness and efficiency of public civil servants and methodological recommendations for improving the system on the basis of the analysed regulatory legal acts foreign practices and the deduced econometric model. The main result of the research work was the identification of "working" groups of indicators, which have a certain impact on the performance of public civil servants. It is worth noting that the main principle supported by statistical research is that the application of various categories of activities and indicators to achieve high-level efficiency and effectiveness depends entirely on the scope of activity, the purpose and the main measurement criteria. The calculations and recommendations suggested in the work can serve as a basis for further of the system of performance indicators of civil servants in the subjects of the Russian Federation
