Public Procurement as a Mechanism of SME Support

Nowadays support of SME’s has become one of the most crucial areas of Russian economic policy. Government support programs for SME’s include measures aimed at limiting administrative pressure, simplifying licensing, concessional lending, and improving access of SME’s to procurement of goods, works and services. We try to measure policy efficiency through the indicator – «rebate», which is the difference between residual and actual price in every procurement procedure (in %). We analyze continuous sample of 720 contacting authorities (CA’s) from federal, regional and municipal level from 40 regions RF in 2017 (44 FL and 223 FL). One of the main results of the research is identification and verification of relationships between regional characteristics, basic contract variables and «rebate» for CA’s. The research may be useful not only for CA’s, but also for policy-makers in terms of improving mechanisms of SME support on different levels.
