The State Regulation of Spatial Development of the Country: Priorities and Challenges

The creation of a stable spatial organization of the country is the most important function of any state. For Russia, with its colossal territorial scales and natural diversity, spatial development is a strategic resource for ensuring future competitiveness, based on the potential for development of the territory. Today the spatial factor is not sufficiently taken into account by the state in making managerial decisions. But recently the situation began to change. In connection with the development of the fundamental document of strategic planning - the Strategy for Spatial Development, the most urgent is the identification of key priorities for the spatial development of the country and the search for optimal state mechanisms for its regulation. The author reveals the main features, problems, disproportions of spatial development in Russia and analyzed the existing mechanisms of state regulation of spatial development and its regulatory legal framework. Also, a mechanism has been set up for determining the priorities for state regulation of Russia's spatial development on the basis of a regulatory legal framework and statistical tools.
