In recent years, increased attention to the development of the Arctic has led to close attention to the development problems of this region. One of the main obstacles to this is the energy supply problem currently being implemented on the basis of imported diesel fuel. Such a method not only negatively affects the ecology of the region, but also leads to colossal budget expenditures to compensate for the difference between the economically feasible cost of electricity and its cost to end users. The paper will show how the problem of energy supply can be solved by using renewable energy sources. The purpose of this work is the analysis and development of target parameters for a standard project to provide electricity to the RES base in isolated regions of the country and justify the content of the terms of reference (TOR) for it. Based on the results of the analysis, requirements were developed for the framework conditions for the technical tasks of RES projects for energy supply to isolated regions of the Arctic.
