The Practices of Institutional Reformation in the Sphere of Social Support of Orphan Children

Starting from 2012, there was a new stage of the deinstitutionalization process started in the sphere of social protection of orphans and children left without parental care in Russia. One of the most important components of this reform is the reformation of institutions for orphans in connection with the adoption of the Decree No. 481, which implies significant changes in organizations. This work is devoted to the study of practices of the institutional reform in the sphere of social protection and support for orphans in Russia. Using the methods of statistical analysis and expert interview, the author identifies and describes the changes taking place in the institutional system nowadays, the positive features of the reform, as well as the difficulties and challenges faced by the organizations for orphans in connection with renovation.
