Public Participation in the Urban Environment Policies Implementation

This paper presents the results of the analysis of public participation in implementation of the priority project for the formation of a comfortable urban environment in Russia. The process and the results of involving citizens in the implementation of state projects for public spaces improvement are analyzed. Particular attention is paid to the theory of ideal and non-ideal conditions for public participation. Based on seven expert interviews, a qualitative research was conducted to examine opportunities for public participation in the urban development processes   on the example of three Russian cities.
