Public Administration of Urban Agglomeration Development

Current paper is devoted to development initiatives for the Russian model of managing agglomerations. According to the tasks set, it was achieved: 1) Overview of theoretical foundation on urban agglomeration management, namely, the rationale is given why it is necessary to manage agglomerations, analysis of different interpretations of the term "urban agglomeration" in the context of the study. Four models of management were also described, in the spotlight of which the foreign experience was analyzed – Canada (Toronto), Japan (Tokyo), France (Paris), Great Britain (London) 2) The legal documents for the subject of urban agglomerations in the Russian Federation were studied. More than 80 Socioeconomic Development Strategies of the Regions, more than 70 Schemes of the territorial planning of the region, and complex programs for the development of the regions were found. Also, the intermunicipal cooperation agreements published in the public domain on the Internet were analyzed. Among the 85 subjects, only 62 agreements were found. 3) The classification of agglomerations of the Russian Federation is given and an assessment is given to the emerging models of administration 4) The peculiarities of management model implementation in the Russian Federation are identified and the existing models of urban agglomeration management are analyzed using the example of the most developed urban agglomerations of the Russian Federation, on the basis of which proposals are presented on the Russian agglomeration management model The information background of the research lay upon the data of the Federal Service for State Statistics of the Russian Federation.
