Transport Policy as an Element of the Russian Regional Policy (2014-2017)

This paper is aimed to research the impact of different factors on Russia's regional policy of the development of transport infrastructure. In this investigation a quantitative method is used to test the hypotheses associated with political loyalty, socio-economic status, the effectiveness of regional government management and directed inter-budgetary transfers for the construction or improvement of transport infrastructure. The study covers 81 regions of Russia, which in 2017 took part in the government's transport policy programs and which the federal center allocated money for. As a result of the research it was discovered that more socio-economically developed regions, as well as those who showed higher results of the effectiveness of regional management, received more transfers. Also, the number of the population of subjects played a role, but this variable did not become explanatory. Regression analysis revealed a model in which a number of variables worked, that shows a certain impact on the distribution of transfers.
