Role of NGOs in Defence of Freedom of Speech in the Internet

This work is devoted to the study of the problem of protecting freedom of speech in the Russian Internet, and its purpose is to study how non-state actors contribute to this. In the theoretical part of the study, the main concepts of Internet regulation are analyzed, according to the works of J. Kurbalija, L. Lessig, the Russian group of scientists, incl. A.A. Shcherbovich; the main problems of protecting freedom of speech on the Internet in Russia are revealed. Method of semi-focused interviews with representatives of human rights non-governmental organizations was used in the empirical part, which helped to determine the technologies used by such organizations in protecting freedom of expression on the Internet, which include internal infrastructure, activities and channels of interaction with government bodies, and the protection of human rights on the Internet. Considering the theory of three-level Internet regulation and the multi-stakeholder approach, a table is constructed that describes the functions and problems of each stakeholder at different levels to determine the role of non-state actors in the system of protecting human rights on the Internet.
