Factors of Decentralization of HIV-policy (Comparative Analysis of Russia and Brazil)

The incidence of HIV infection is a global problem that both international organizations, and governments at the national level try to resolve. One of the most important dimension in the fight against the disease is the level of policy decentralization on which the effectiveness of the services depends. Russia and Brazil are giant countries that are similar not only geographically and have problems due to the size of the territories, but also had similar economic facilities when faced with an epidemic. Despite similar conditions, the countries have chosen different political courses: the fight against the disease in Brazil is more decentralized than in Russia. Also, in the event of problems that are inherent in decentralization, countries have chosen different approaches to their solution. In this paper, we are trying to answer the question: what factors have influenced the choice of these policy courses? We assume that the main reason for choosing certain models lies in the institutions and interests of the actors. We used a qualitative analysis of research papers and normative legal acts based on the sequential theory of T. Faletti.
