In connection with global and national challenges, which are expressed, in particular, in the growth of demand for electricity and increasing the requirements for it, as well as in maintaining and developing the industrial infrastructure, there is a need to transform Russian energy. This process is costly, which requires the joint efforts of market participants. To solve these problems, as well as taking into account a number of problems in the functioning of Russian technological platforms, attempts are being made to create an innovative ecosystem in the Russian energy sector. However, the innovation ecosystem, being a multi-agent construct, where each participant pursues not only common goals, but also personal goals, requires achieving consistency between the interests of its stakeholders for successful development. For this purpose, a mechanism for coordinating the interests of stakeholders was created, which works within the framework of innovative ecosystems and allows to develop strategic initiatives for its development. In the process of creating the mechanism, the works in the field of the theory of innovative ecosystems to identify their key features, as well as the works in the field of stakeholder theory for analyzing and selecting existing approaches to the assessment and prioritization of stakeholders were considered. The mechanism was based on the developed maturity model of innovation ecosystems that were adapted from startup ecosystem maturity model. In addition, a new method for assessing the importance of stakeholders based on the enables of value co-creation in ecosystems is proposed. The developed mechanism has been successfully applied for the analysis of the innovation ecosystem in the Russian energy sector EnergyNet and the formation of strategic initiatives for its development.
