Improving the System of Special Education in Russia

Education, particularly special education, makes a huge contribution to the development of the country through human capital development, enhance economic growth, ensure social justice, equal educational opportunities for all citizens. In this context, the study of the system of special education in order to propose mechanisms for its improvement determines the relevance of this study. The main purpose of the study is to identify the priorities in the field of reforming the system of special education. The author has formulated a new definition of social and pedagogical assistance, which focuses on the educational aspect, conducted a comprehensive analysis of the current state of the special education system, determined the specifics of the organization of special education system in St. Petersburg, analyzed the level of satisfaction of citizens of the Russian Federation with the quality of special education in the regional context, identified the problems of providing educational services to children with disabilities in the system of special education in Russia. The study of the current state of the system of special education allowed to identify the priorities for its further improvement, the solutions of which were formulated in the form of proposals. The proposals are aimed at the development of social sustainability, ensuring equal educational opportunities, digital transformation of the system of special education, improving its quality.
