Improvement of the Disabled People Employment System in Russian Federation

The research deals with the employment system of disabled people in Russian Federation. The aim is to identify the main drawbacks of the current employment system for the above category of citizens. This work is based on two main hypotheses: high significance of the employment factor in terms of subjective life satisfaction and insolvency of existing labor policy measures. In this connection, after the theoretical analysis of this problem, the empirical analysis was formulated according to the main hypotheses of the research. By means of the regression model based on the Russian Russia Longitudinal Monitoring Survey of Higher School of Economics (RLMS) it was concluded that the employment factor significantly influences the level of subjective life satisfaction among people with disabilities. As far as one of the significant problems connected with the disability policy in Russian Federation is lack of complete data on the situation of disabled people, the level of actual unemployment rate was identified in this research. By means of RLMS the dynamics of actual unemployment rate since 1995 is matched with the most significant changes in the disabled people employment system. Accordingly, the measures that have not influenced the actual unemployment rate are determined. The conclusions are verified be means of the interviews with the representative of the state body and non-governmental organization. Thus, based on the results of this research the recommendations for Russian state and municipal bodies are formulated.
