The Problems of PMOs Formation in Public Administration

In 2016, the government of the Russian Federation set the task of transferring state authorities to project management principles. The solution of this task was complicated by the fact that practical recommendations existing in this area are largely based on studying the best practices of the private sector, and theoretical literature has a pronounced bias towards business. In the course of its activities, the PMO faces obstacles that hinder the organization from further development. These problems stem from the specific nature of the PMO as a new organizational unit and the specifics of public authorities. Within the framework of the present study, a survey has been conducted among the employees of federal and regional levels PMOs. The survey results have highlighted the problems that government bodies face in the process of forming PMO, and determined significance of the barriers for the successful process of PMO formation. The paper also offers recommendations for overcoming the key problems in the work of the PMO in federal government bodies.
