Effectiveness of Cluster Policy in the Russian Federation

For several decades of its existence, clusters have proven themselves in the world as effective tools to accelerate economic growth. Cluster policy is considered as one of the priority directions of economic development of Russia. Over the past decade, the Russian Federation has developed and applied a number of cluster policy mechanisms. Evaluation of the results of state support of clusters, which is devoted to this work, will determine the most significant areas for further implementation of cluster policy measures. The study includes a theoretical review of various aspects of clusters and cluster policy, as well as a multi-factor assessment of the cluster policy of Russia on the basis of statistical indicators of Russian cluster enterprises. The basis of the analysis is the regression analysis based on the Cobb-Douglas production function. The results of the analysis allow to assess the effect of the cluster policy of the Russian Federation carried out since 2012. On the basis of the obtained results, recommendations for improving the cluster policy of the Russian Federation were developed.
