Implementation of Strategic Planning Documents at the Regional Level (the Case of the Novgorod And Pskov Regions)

Key words: strategic planning in Russia, program and strategy implementation, implementation mechanisms, interregional interaction The research is devoted to examination the implementation mechanisms of state strategic documents in two neighboring Russian regions – Novgorod and Pskov oblasts. These oblasts are both depression regions (according to ratings and researches) and the study of strategic documents can show the bureaucratic aspects of this development problem. The topicality of the study follows from the lack of knowledge in the sphere of modern Russian strategic planning among scientists. The main law – 172 Federal law - explaining what state strategic management is and how it should build was passed only in 2014; however, most of the existing state strategic documents originated in 2008-2012. The main goal of this research is to analyze and compare mechanisms of state strategic documents – strategies of social and economic development and state regional programs. The study includes historical digression (USSR and modern Russia), the observation of legal and regulatory framework and the regional programs analysis. Regional analysis includes quantitative and qualitative analysis. The study contains five applications, three chart view pictures and five tables descripting the results of the analysis.
