In this study, an analysis of the management of the security system and the organization of traffic on federal motor transport complexes through the prism of the institutional approach was conducted. In the framework of studying the theoretical and methodological foundations of the management of the road safety system, the specifics of the motor transport complex of the Russian Federation were disclosed, and the theoretical aspects of the formation of institutional relations between the elements of the security system and the organization of road traffic were studied. In addition, the multifaceted concept, of road safety. As part of the assessment of the current state of the road safety system, the content analysis of accident rates as indicators of the road safety system was conducted, the actual institutional relations within the framework of the road safety system were studied in the applied aspect, and the technological and economic foundations of the road safety system, which are based on the calculation of the logistics load. As a result, a program was developed to modernize the existing model of managing the security and traffic management system, which is based on three main provisions - an innovative approach, the formation of new contractual relationships and the use of the road map for managing the security system and organizing road traffic.
