Interaction Between the Media and Municipal Authorities: Models, Legal Frameworks and Practices

In this paper, we propose ways to solve the problems of interaction between the media and municipal authorities. A fundamentally new classification of the mass media in relation to the organs of municipal authority is given. Based on the classification, problems are identified for each type of media. Problems are combined by the way they are solved. It is proposed, with the help of changes in regulatory legal acts, to adjust the management structure of the specialized departments of administrations responsible for working with the media. Educate journalists and administrative specialists in working with each other with the help of a developed narrowly directed training course.
