Evaluation of Alcohol Consumption Regulation Measures Effectiveness in Russia

This study examines the effectiveness of public policy in shaping the demand for alcohol. In particular, excises were considered, a ban on the sale of alcohol at night and on holidays. Based on the RLMS data, various models were constructed that helped determine that the most effective measure of the impact on the demand for alcohol-containing products is the restriction of television advertising. The second most important measure of reducing demand for alcoholic beverages is the ban on the sale of alcohol at night. However, this measure did not lead to a restriction of consumption of heavy alcohol, vodka and cognac, which have their own specific consumption. The third measure of importance is the ban on the sale of alcohol on holidays, which may slightly reduce the consumption of beer, fortified wine and general alcohol consumption. The least significant measure was excises. It was found that the increase in value does not affect alcohol consumption.
