This research paper is devoted to the development of Russian language study centers within the framework of interaction between local authorities and non-governmental organizations in the field of social adaptation of migrants. It is based on the case of the regional public organization “Children of St. Petersburg”. Research paper consists of three chapters. Both, qualitative and quantitative research methods were used. The first chapter analyzes the existing municipal programs on the social adaptation of migrants, explores the main approaches to the interaction between the state and the third sector, and examines the phenomenon of social partnership. In the second chapter, based on the content analysis of open media sources, the profile of the NGO "Children of Petersburg" was described, and the forecast of the organization's development for the first quarters of 2019 was constructed using statistical models. Based on the analysis, the third chapter presents the main conclusions and recommendations for local authorities of St. Petersburg on interaction with non-governmental public organizations in the field of social adaptation of migrants and foreign-speaking children.
