An Evaluation of Clusters’ Sustainable Development in Managing Socio-Cultural Sphere of the City (the Case of Saint Petersburg)

The culture-led development models are considered to be a matter of high priority for a modern state. Culture has gained increasing importance in strategies designed to deal with issues of sustainable development policy. The study examines the elements of sustainability and the development of creative clusters in the socio-cultural sphere. In addition, the study contains an analysis of the elements of cluster stability and its impact on the social, cultural and economic development of the city. The algorithm for assessing the stability of cluster development in the cultural sphere is presented. With the help of the algorithm, it is possible to solve problems that hinder urban economic development, attract investment, and develop tourism.
