Creative tourism is a kind of cultural and educational tourism, based on active involvement of tourists in acquaintance with the culture, history and traditional life of the destination, including through communication with local residents. Currently, creative tourism is one of the most promising, but slowly developed segment of the tourism market. Throughout the world, there has been an increase in non-traditional forms of tourism. At the same time, there is an increase in the individualization of consumers and an increase in the diversity of preferences, due to which the process of developing a tourist product becomes more and more necessary and more complex. However, despite the urgency, there is insufficient knowledge of the issues related to the development of tourism markets in the creative tourism market, especially in Russia, which confirms the relevance of the study. In addition, there is a weak proposal of creative tours by travel companies on the Russian tourism market. The relevance of studying the development of programs and resources for their implementation on the market of creative tourism, acquires special significance. As the goal of this work, the author determined the following: to analyze the current state of the tourist services market in Pushkin (for residents of St. Petersburg), as well as the opportunities for the development of creative tourism in the city. The object of research is the socio-cultural environment as a key condition for the development of creative tourism. The subject of research is the creative potential of the municipality of Pushkin.
