Balancing Budgets of Russian Municipalities: Problems and Solutions

At present, it is possible to single out a number of negative phenomena in social and economic life in most municipalities, since the standard of living of citizens directly depends on the degree of balance of the budget. An integrated approach to studying the problems of the budget balance will enable the municipality to develop and thereby improve the quality of life of the population. The problem is that most municipalities are unbalanced to varying degrees. Moreover, the crop of surplus can not give more opportunities for economic growth than the planned deficit. To solve the problem of balancing local budgets, there are various ways related to optimizing revenues and rationalizing expenditures. In this paper, we present tools to increase our local revenue (the establishment of a tax on the rental of individuals' apartments for rent, the increase in space and the cost of paid parking, the strengthening of the monitoring system, etc.) and the optimization of the expenditure base (implementation of project management, resolution of issues related to underfulfilment targeted programs, etc.). Many methods have wide application in the world. Thus, the results of the analysis can serve as a material for decision-making by municipalities to improve the optimal level of balancing by making changes in income and expenditure items.
