Political Elites of the Perm Krai: Practices of Incorporation and Excorporation

This paper explores the processes of incorporation and excorporation of political elites of Perm Krai. Formal and informal mechanisms serve as a filter which does not allow everyone into the government. We analyze how the federal trends influence the means of entering and exiting the elites on the regional level, and also what role does a governor play in these processes.
