The Role of Municipal Programs in the Health Management System of a Large City

The following research is aimed to improve the process of municipal programming in area of public health at the level of the city district. The study touched upon an important problem in the field of municipal planning: low frequency of municipal health programs in comparison with municipal programs in other areas. The paper deals with the main theoretical theses of the program-target approach to the management of the region; the analysis of legal acts regulating the development of municipal programs at the level of a large city is performed. During the research the role and specificity of health Departments in the structure of the city district Administration is demonstrated. The paper is paying attention to the problem of the widespread liquidation of health Departments, in connection with the transfer of municipal health care institutions to the ownership of the appropriate subjects of the Russian Federation. As a result of the analysis of the events and activities planned by municipal programs in the field of health, the role of municipal programs in the health management system of a large city is evaluated. In addition, research points to the possibility of financing municipal programs in the field of health care at the expense of other funds, except the budget of the city district.
