This research is devoted to study features of managing the communication process in the dialogue between the authorities and citizens. The urgency of the work lies in the need to develop effective, equitable communications between state organizations and citizens, leading to active stimulation of feedback and involvement of citizens in the management process, in order to achieve mutually beneficial results. The present investigation consists of two parts: the first part includes the theoretical foundations of communications and communication management in the public sector, the second part is an empirical study of communications between government and citizens, exemplifying the crowdsourcing project "Our City 2.0". The hypothesis tested in the study states that the absence of a preliminary definition of the target audience hinders the achievement of organizational goals and interferes effective communications. The study contains the result of the evaluation of project communications, compiled on the basis of the main communication channels analysis and an interview with project manager. The results of the project participants survey revealed that among the respondents there are people, who not related to the target audience. The obtained results confirm the validity of the hypothesis tested and allow to formulate recommendations, which, possibly, will contribute to increasing the effectiveness of communication between citizens and authorities in the analyzed project.
