Comparative Analysis of Differences in The Dinamic of Level of Corruption in Post-Soviet Countries

This paper examines the dynamics of corruption in post-Soviet countries. Based on various approaches to the definition of corruption, the paper considers several factors of influence on the level of corruption in the country: the presence of "modernization from above" in the form of public administration, "modernization from below" in the form of civil society and the influence of the features of cultural heritage (in relation to law). Based on data from World Bank, Transparency International, World Values Survey and USAID, 4 models of corruption development for the post-Soviet world have been formed. Case studies of typical countries for each of the models, namely Estonia, Georgia, Russia and Uzbekistan, became a base for recommendations for fighting corruption. The paper also draws conclusions about the conditions for the success of anti-corruption policies, which largely depends on the state administration and the activity of civil society.
