Modern Problems of Granting Grants for Alignment of Budgetory Security in the Russian Federation

The totality of interbudgetary relations in Russia is a fundamental factor of the social and economic development of the subjects of the country, whose impact is difficult to overestimate at this stage of the time. The degree to which the state fulfills its functions depends on how efficiently and efficiently it is possible to redistribute financial resources and rationally use them for their intended purpose, and hence, the provision of budgetary services to the population as a whole. Today, in the hands of the government, one of the most important tools for managing intergovernmental fiscal relations - grants for equalizing the budgetary security of the subjects, as a mechanism for supporting the subjects - is being concentrated. Reliability and stability of the state largely depend on the vector and nature of financial relations between the center and the subjects of the country. The use of budgetary regulation ensures the state effective functioning of complex internal political processes and equalization of public welfare of the population. The separation of powers between the federal center and the subjects of the state is the most important problem of the formation and preservation of a political compromise. The formation of a balanced system of interbudgetary relations with efficient functioning at each level is the main task of the state federal authority. As a rule, the population of the country does not care who performs these functions, and who is responsible for the services and reports provided. Definitely, it will be decided to decide and determine at what level the fulfillment of certain tasks will be ensured, to form this in a well-coordinated system of intergovernmental relations - the main task of the state.
