Set of Health System Efficiency Indicators Used in Comparative Cross-country Analysis

Health is one of the most important spheres in human life while the government health system is responsible for its protection. However, accounting intense health care expenditure growth and poor output compared to that, it becomes more important to investigate health systems on the subject of its efficiency, as the underestimation of this factor may lead to disastrous consequences around the globe. In this case benchmarking can be the most valuable tool fixing the problem although not every comparison is indeed reliable. This study aims to develop some suggestions for their improvement. The first and second chapter is devoted to describe the conceptual frameworks of health system and efficiency including its estimation. The third one includes a comparative research of existing cross-country assessments of health system efficiency, their critical analysis and a set of concrete perfection measures proposal. The study has revealed unreliability of such international comparisons in terms of their methodology, data and indicators.
