The government of the Russian Federation sets as its goal to standardize the procurement process, for this purpose libraries of standard contracts are developed and applied. Under each contract, standard contract terms are developed to standardize and simplify the procurement process. In order to solve this problem in 2013, Federal Law No. 44-FZ "On the contract system in the sphere of procurement of goods, works, services for provision of state and municipal needs" was adopted. The contractual system in the procurement sector, in accordance with the 44-FZ, is based on the principles of openness, transparency of information on the contractual system in the procurement sphere, ensuring competition, stimulating innovation, responsibility for the effectiveness of state and municipal needs, procurement efficiency. In accordance with this, we see that the law is aimed at improving the state order system, increasing the transparency of procurement activities. Typical contracts simplify and accelerate the procurement process, and also create "healthy" competition in the market. In this paper we will analyze the role of standard contracts in procurement, namely the practice of developing and applying libraries of standard contracts and standard terms of contracts in the public procurement system of the Russian Federation. The purpose of the work is to study the practice of applying model contracts in the field of procurement and to recommend the development of libraries of standard contracts.
