Evaluation of Access Conditions for Socially Oriented Non-profit Organizations in the Social Services Market

The current direction of the development of Russian legislation indicates the interest of the state in partnership with the third sector in the social sphere. However, representatives of non-profit organizations highlight the barriers they face even at the stage of entering the market of social services. The purpose of this study is to identify and systematize the barriers associated with the legislative definition of access to the market of social services and the implementation of activities on it. Based on the analysis of federal legal acts and regional acts of Moscow, materials from the conducted interview with representatives of NGOs and the regional government, the quality problems of federal sectoral legislation in the social sphere, as well as federal and regional legal acts that determine the procedure for obtaining state support for NGOs were revealed. In addition, access is hampered by the actual use of three mechanisms for entering the market: contract purchase, competitive selection for a subsidy, a register model. The displacement of their most optimal borders for the development of competition was revealed. The author of the study formulated recommendations designed to eliminate identified problems and barriers.
