The relevance of research into the implementation of innovations in public administration, in modern times, the state management of the reform process, an aspect analysis of reforms, that the difficulties of introducing innovations are mainly organizational in nature. At the same time, the management of public administration is increasingly involved in its activities, information technology, the main purpose of which is to improve the effectiveness of the management system. The work of e-government allows to optimize state resources, to implement in practice the control of government. On the basis of the e-government platform, any citizen can interact with public authorities, as well as receive a report on most state structures. Activities to expand the scope of e-government and access to state and state structures, as well as inter-agency relations (between state bodies) to a fundamentally new level.

The full text of a thesis can be published in open access on the HSE website only if the authoring student (copyright holder) agrees, or, if the thesis was written by a team of students, if all the co-authors (copyright holders) agree. After a thesis is published on the HSE website, it obtains the status of an online publication.

Student theses are objects of copyright and their use is subject to limitations in accordance with the Russian Federation’s law on intellectual property.

In the event that a thesis is quoted or otherwise used, reference to the author’s name and the source of quotation is required.
